The wait for a healthy child is now 5 years. Special Needs Adoptions In China the average time frame of a referral of a special needs child is about 3-6 months. Special needs children are presented to agencies in groups. The list of child and information on their special need is forwarded to family adopting from China to review. A special needs placement takes about 9-12 months from the time your documentation is completed and submitted to the CCAA. Special needs of children range from missing digit to major heart defects, many with the possibility of correcting the need surgically. Families would know what the need of the child is before making any decisions about adopting. Travel is usually scheduled 2-3 months after referral. Travel Arrangements to Complete Your International Adoption in China: One or both parents may travel to China to complete their adoption. Parents usually travel in a group with several other BBAS families. One trip of approximately two weeks is all that is necessary to complete the adoption. Travel and accommodations are all inclusive in the China travel fee, which may include 5-star hotels, most meals, and transportation in country, in-country airfare, guides, and sightseeing and airport taxes. What's Involved in the Adoption of a Child from China? The government office responsible for adoptions of a child in China is the Ministry of Civil Affairs, specifically the CCAA. Applications, along with dossiers, are sent directly to the CCAA through Children World Adoptions. Once the application for adoption is approved, the CCAA will then match the application with a child in China whose paperwork has been forwarded to the CCAA by a provincial Civil Affairs Bureau. Once a child is identified, the CCAA will send a letter of introduction about the child, photographs, and a health record of the child through the U.S. adoption agency to the prospective adoptive parent(s). To finalize the adoption, the prospective adoptive parent(s) need to travel to China to complete the process. American parents do not have to travel to Beijing for approval. The CCAA will have already forwarded a copy of the adoption approval notice to the province where the child resides. Americans adopting a child in China commonly meet with a notary in the provincial capital for an informal interview. (A Chinese notary is not the same thing as a Notary Public in the United States; a Chinese notary is an official with broad-ranging responsibilities.) A translator supplied by the Child Welfare Institute is usually present at the interview. Building Blocks assists in the adoption of children from China through an agreement with Christian World Adoptions. CWA is an agency located in the United States that has acquired its accreditation from China to facilitate adoptions. Building Blocks and CWA work in partnership in the United States to complete adoptions through China. Building Blocks assists primarily with the domestic requirements while CWA approves all families, all documents, and generally provides all of the assistance in China. 7-1-08 Questions commonly asked of the prospective adoptive parent(s) when adopting a child in China include: • Why are you adopting a Chinese child? • Do you have any children now (either adopted or birth)? • What is your family background? • Why do you not have children? • How can you assure us that the adopted child will be well treated? Parent Eligibility to adopt a child in China:
Marital Status • Married couples 30-50 years of age, and single women can adopt from China. • You may start the process at age 29 but the Dossier cannot be submitted until you turn 30. The age is determined at the time the paperwork is received in China. • One or both spouses can be up to age 55 for a placement of a special needs child • Adoptive parents MUST be married • Marriage must be stable: No more than two divorces; A minimum of two years of marriage is required; If one or both of the adoptive parents was married previously, they must be married five years prior to dossier submission
Education, Employment and Financial requirements to adopt a child in China • Each parent must have a high school diploma. • One parent must have stable employment. • Family income must meet the standard formula of $10,000 per family member (including adopted child) per year, and cannot include sources such as welfare income, relief funds, pensions, unemployment insurance or government subsidies • The adoptive family must have at least $80,000 in assets.
Health and Criminal Record Requirements to adopt a child in China • Both parents must be fully healthy • No mental or physical afflictions including, but not limited to: AIDS; dysfunction of limbs (no wheelchair); severe facial deformity; blind or deaf (unless child to be adopted has same condition); severe disease with long term complications (MS, lupus, etc.); transplants within the last 10 years; mental handicaps; psychological issues less than 2 years old such as schizophrenia, or severe depression. China also limits adoptions if a parent is significantly overweight, parents with a body mass index of 40 or less are eligible for adoptions. • The parents cannot have a criminal record.
Limitation of household members to adopt a child in China • No more than five children under the age of 18 (including the adopted child), the youngest child must be over the age of one.
Religion • The parents cannot be a member of a religion that forbids medical care such as blood transfusions, immunizations, etc.
