Russian Adoption / International Adoption of Children in Russia 

Building Blocks Adoption Service has been assisting with international adoptions from Russia since its inception in 1997. Denise Hubbard, our Executive Director and founder of BBAS was blessed through adoption, with her daughter in 1997 from the Russian Federation. Since then Building Blocks has been assisting in the processing of Russian adoptions for many families throughout the United States. 

Building Blocks assists in the adoption of children from the Russian Federation through an agreement with Beacon House Adoption Service, Inc. Beacon House is an agency located in the United States that has acquired its accreditation from the Russian Federation to facilitate adoptions. Building Blocks and Beacon House work together to complete adoptions from Russia. Building Blocks assists primarily with the domestic requirements while Beacon House provides the assistance in the Russian Federation. Families adopting through Russia will execute agreements with both agencies so that there responsibilities are clear.

The adoption of children in Russia is essential because the children are in need of good homes so that they will have the opportunity to dream and have a successful future. 

Many changes have occurred in the last couple of years in the international adoption process for Russia. Families get to travel to Russia to meet a child/children that are available for adoption before making the decision to adopt. It helps to be able to hold the child and see them yourself prior to making a decision. During this period you are able to start the bonding process with your child and experience their personality. This helps tremendously for the duration of your stay and for the travel home. 

Your first trip is scheduled by the Ministry of Education in the region. You can expect an invitation to Russia 1-3 months after your dossier is accepted in Russia. The parents depart overseas for approx. 5-7 days. During this meeting medical information on the child available for adoption in Russia will be provided to the family. Parents will then travel to the orphanage to meet with the orphanage director, and the child. 

Parents return home and expect their second trip to occur within approx. 2-4 months from first. This is a good time to prepare for your return trip.

    Requirements for an International Adoption in Russia: 

• At least one parent must be a US citizen. 
• Both parents must travel to Russia
• A completed adoption home study must be completed by a licensed social worker and
  licensed  agency.
 
• Prospective parents must agree to obtain the required post adoption reports at their cost after
  the adoption is finalized.

     Referrals for an International Adoption in Russia:  

• Infant Adoption
• Toddler Adoption
• Sibling Adoption
• Multiple Unrelated children 
• Children age 1 year and older are available for adoption placement.
 
• Referrals of boys and girls are usually made through a blind trip 
• Adoptive parents can choose the gender and age range of their referral. 
• Adoptive parents can adopt more then one child at a time. 

Once you arrive in Russia you will be met by a representative. You will then be transported to the region chosen at the beginning of the process. The child is matched by the Ministry of Education (MOE) through an accredited Russia Adoption Agency*. The MOE will have already designated a child for you to meet that substantially meets the characteristics that you have requested (such as male, female, age …). It will then be your decision as to whether to adopt that particular child.  The availability of multiple referrals in a region is unknown.  Please remember that there may be limited medical information available as to a particular child. Because of that, Building Blocks encourages and assists parents in seeking advice from American trained physicians who are experienced in reviewing and interpreting the medical information that you will receive on a child  available for adoption in Russia. This physician can also prepare you before you travel to Russia regarding what questions to ask, how to interact with a child, what information to gather to help in the evaluation of the child referred.

    Children are available for a International Adoptions in Russia are for the following reasons: 

• Parents relinquish their rights due to lack of income 
• Teenage Pregnancy 
• Parents rights are relinquished by children services 
• The parents are deceased 
• The children are referred at approx. 10 months of age and older

 

Travel Required for a International Adoption in Russia: 

Russian adoption law requires two trips. The first trip will be one week or less in duration, 1-3 months after your paperwork is recevied in Russia. Generally, regions will require both parents to make the first trip but some regions will require only one parent. The time between the first trip and the second trip will vary by region (averages 2–4 months). Both parents travel on the second trip and appear in court to complete their adoption of their child from Russia. After the court hearing one parent may return home while the other parent stays to complete the remaining legal paperwork and process. The second trip will generally last from 10-21 days, again, depending on region requirements. When families arrive in the region,a representative will greet you at the airport and escort you to your prearranged accommodations. You will receive preparation for the processes of an international adoption and what to expect while in Russia. The representative will provide translation, transportation, guidance and help, as well as escorting you to all official appointments while in Russia. There is usually plenty of time to sightsee and witness the attractions of your region and learn of your child’s culture.

International Adoption in Russia: Orphanages 

• All the children reside in baby homes or orphanages. Most of the orphanages are well
   maintained and clean. 
• The caretaker to orphan ratio is approximately 1:10. The orphanages are usually divided by
  age  groups, 0- 3 years of age, 3-6 years of age and 6 an older. 
• The children do attend classes and socialize with other children.

Time line for an International Adoption in Russia
An adoption from Russia generally takes 10-12 months from the time you submit your application until your adoption is final overseas. 

Accreditation
Building Blocks Adoption Service Inc, is not accredited through the Russian Federation. Our agency will asst you with your dossier, immigration processing, homestudy, education, assist with travel arrangements and post adoption requirements.   Families will work with a Russian accredited agency, Beacon House Adoptions for their in country Russian adoption process.
